Important SF MRA Terms to Know

Covered California: Covered California is a health insurance marketplace that allows Californians to compare, choose, and enroll in health insurance plans. Individuals with certain household income may be eligible for tax credits to help make their health insurance more affordable.

Eligible Health Care Expenses: Health care expenses that are eligible for reimbursement from an SF MRA.

Employee Health Care Payment Confirmation: The Health Care Security Ordinance requires Employers participating in the City Option Program to provide an Employee with a Health Care Payment Confirmation Notice. The notice notifies the Employee that an Employer made their first payment to the City Option Program on behalf of the Employee.

HealthEquity/WageWorks: HealthEquity/WageWorks is an independent company that handles all SF MRA claims for reimbursement.

Health Care Security Ordinance: The San Francisco Health Care Security Ordinance (HCSO) requires Covered Employers to satisfy an Employer Spending Requirement by making health care expenditures for their Covered Employees, among other reporting and notice requirements. The San Francisco Office of Labor Standards Enforcement is responsible for enforcing the employer requirements of the HCSO.

Healthy Airport Ordinance: The San Francisco Healthy Airport Ordinance (HAO) requires Covered Employers to provide employees covered by SFO’s Quality Standards Program with family health insurance that meets the compliance requirements at no cost to the employee or pay a specified amount on behalf of the employee to SF City Option. Employers may choose which option they use to comply. The San Francisco Office of Labor Standards Enforcement is responsible for enforcing the employer requirements of the HAO.

Medical Reimbursement Account: Funds in a Medical Reimbursement Account (MRA) can be used for eligible health care expenses incurred by the Employee, the Employee’s spouse or domestic partner, and the Employee’s dependents. Some health care expenses eligible for reimbursement are health insurance premiums (including health insurance purchased through Covered California and other health insurance marketplaces), doctor office visits, dental services, vision services, and prescription and over-the-counter medicines.

Participant: If you have the SF MRA benefit, you’re a “participant” in the SF City Option program.

Office of Labor Standards Enforcement: The San Francisco Office of Labor Standards Enforcement is responsible for enforcing the Employer requirements of the Health Care Security Ordinance and Healthy Airport Ordinance.

SF City Option: The City Option Program is one option for Employers to satisfy the Employer Spending Requirement of the San Francisco Health Care Security Ordinance (HCSO). SF City Option is also a way for Employers to comply with The Healthy Airport Ordinance (HAO) for Covered Employees at San Francisco International Airport.

San Francisco Department of Public Health (SFDPH): SFDPH is a government entity run by the City and County of San Francisco. San Francisco Health Plan is the third-party administrator (TPA) of SF City Option, and SF MRA on behalf of SFDPH.

SF MRA Enrollment Form: A form submitted by Employees to determine if they are eligible for an SF MRA with SF City Option. An Employee may be eligible if their Employer has made payments on their behalf to our program.

SF MRA: A benefit from the City and County of San Francisco that allows eligible employees to get reimbursed for their and their family’s eligible health care expenses. Employees with employer contributions to SF City Option might be eligible for SF MRA. Funds in an SF MRA may be used for eligible health care expenses, including out-of-pocket costs related to medical, dental, and vision care products and services. SF MRA is not part of the Heathy San Francisco program.
